National Apprenticeship Promotion Scheme (NAPS):

National Apprenticeship Promotion Scheme (NAPS) is a new scheme of the Government of India to provide financial support to establishments undertaking apprenticeship training. It was launched on 19th August 2016.
Apprenticeship training is considered one of the most coherent ways to develop skilled manpower in the country. The scheme provides for a formal mode of training that is effective, efficient, industry-led, and practice-oriented.

The objective of the National Apprenticeship Promotion Scheme is to promote apprenticeship training in the country and provide financial assistance to establishments for undertaking apprenticeship programs.

The scheme covers all types of apprentices except Graduate, Technician, and Technician (Vocational) apprentices, which are covered by the scheme administered by the Ministry of Human Resource Development.

Key Features of the National Apprenticeship Promotion Scheme:
For Industry:
  • Online registration, submission of returns, records, submission of claims, payment of Government share.
  • Declare apprenticeship seats/ vacancies.
  • Find candidates for specific sectors.
  • Issue offer letters for engaging apprentices to candidates.
  • Provide a contract of apprenticeship online for approval by respective Regional Directorates of Apprenticeship Training (RDAT)/State Apprenticeship Advisor.
  • Evaluation of apprenticeship training.
For Candidates:
  • Online registration mentioning the sector/trades of choice.
  • Sending applications to potential employers.
  • Online receipt and acceptance of offer letters.
  • All necessary contractual obligations can be processed online.
  • Find the Basic Training Provider (BTP) specific to the sector, trade, and region.
National Apprenticeship Promotion Scheme Eligibility Criteria:
The eligibility criteria under National Apprenticeship Promotion Scheme for different categories are as follows:
For Employers:
  • Is any entity or person who has business in any trade or occupation
  • It shall employ apprentices in a band of 2.5% to 10% of the total strength of the organization
  • Must be registered with EPFO/ESIC/MSME
  • Must register on the apprenticeship portal
  • Must have an Aadhaar linked bank account
For Apprentice:
  • A person who has entered into an apprenticeship contract with the employer for apprenticeship training
  • They can be engaged from the categories -trainees who have Passed from ITI courses/dual learning mode from ITIs/completed PMKVY/MES courses/minimum educational qualification required for trade and have not undergone any formal trade training
  • Completed 14 years of age and fulfills other requirements of the Apprentices Act 1961
  • Must register on the portal
  • Must have an Aadhar number
  • Must meet the requirements prescribed for the trade like minimum age, educational and physical qualification prescribed for trade
  • The higher limit for fresher apprentices shall be 21 years. The number of apprentices must be 20% of the target in a year
Role of SKSPL as a TPA:
  • Mobilization & engagement of Apprentice in all categories
  • Comply with the provisions of Apprentice Act.
  • To furnish all compliance, returns on portal on the behalf of Industry.
  • Facilitate for setting up assessments & certification for optional trade apprentices.
  • Liasoning / coordination with apprentice advisor, apprentice board on behalf of Industry
  • Liasoning for National Apprenticeship Promotion Scheme with NSDC and SSC (NAPS reimbursement).
  • To process monthly stipend of Apprentices.
Benefits to the Industry:
  • Establishment can hire trainees on stipend basis
  • No Labour Laws / Statutory Compliances are applicable to Apprentices
  • Establishment can claim prescribed stipend by Government, expenses incurred on Apprentices i.e. stipend paid, training charges (If any) & TPA charges as a part of their CSR expenses totally. Monetary support from GoI is provided to the establishment / Candidates.
